Nigeria Rolls Out Revised Environmental Auditing Guidelines to Strengthen Industrial Compliance

Nigeria unveiled revised guidelines for conducting environmental audits, marking a pivotal step towards improving the environmental performance of industries nationwide. Developed through a collaborative effort between the National Environmental Standards and Regulations Enforcement Agency (NESREA) and the Delhi-based Centre for Science and Environment (CSE), these new guidelines aim to ensure better industry compliance with environmental regulations and promote sustainable development practices across Nigeria.

The launch event, which took place in Abuja, saw the participation of over 350 industry experts, environmental consultants, and regulatory officials. It was designed to train and certify environmental consultants on the updated auditing processes, allowing them to perform environmental audits in compliance with the new standards.

Addressing Gaps in Current Reporting

The revised guidelines are the result of detailed reviews of existing environmental audit reports across various industries. Innocent Barikor, NESREA’s Director General, acknowledged that many previously submitted reports were inconsistent, lacked technical data, and often omitted crucial details, such as the Environmental Management Plan required during the Environmental Impact Assessment (EIA) process.

The new framework seeks to standardize the audit process by ensuring that reports provide both quantitative and qualitative data. Barikor emphasized the necessity for accurate reports to enhance the ability of regulators to track industry performance and enforce compliance with environmental laws. Under the revised guidelines, NESREA will scrutinize audit reports more closely, including verifying technical data and taking stern actions against consultants involved in falsification or plagiarism.

Importance of Robust Environmental Auditing

According to Ishita Garg, Programme Manager for Industrial Pollution at CSE, environmental audits are an ongoing process aimed at identifying and correcting environmental issues in industrial facilities. Garg stressed that while audits typically offer a snapshot of environmental performance, a well-executed audit goes beyond simple evaluations. It provides industries with actionable insights into their operational practices, such as resource efficiency, waste management, and energy consumption, contributing to increased productivity and operational savings.

However, Garg highlighted that current audit reports often fall short in key areas, particularly in presenting quantitative data related to energy usage, water consumption, and waste generation. Such deficiencies, she pointed out, undermine the effectiveness of audits in driving substantial environmental improvements.

Aiming for Transparency and Enhanced Industry Accountability

The updated guidelines focus on enhancing the technical aspects of environmental audits, aiming to close the gaps identified in previous reports. These include providing robust data on production capacity, mitigation measures, and the environmental impacts of industrial operations. Garg emphasized that comprehensive audits help industries make informed decisions to mitigate environmental harm, improve performance, and ensure compliance with national and international standards.

The new framework also aligns with NESREA’s broader regulatory agenda to ensure that Nigeria’s industries not only meet local environmental standards but also adhere to global best practices. With these strengthened guidelines, the country aims to enhance environmental governance, promote corporate responsibility, and encourage industries to take a more proactive role in reducing their environmental footprints.
