National Green Tribunal Orders Fresh Report from CPCB on E-Waste Management Compliance

The National Green Tribunal (NGT) has directed the Central Pollution Control Board (CPCB) to submit a fresh report on the generation and treatment of electronic waste across states and Union territories. The report is expected to highlight the measures taken to enforce the E-Waste (Management) Rules, 2022, and the action plan for non-compliant regions.

A bench comprising NGT Chairperson Justice Prakash Shrivastava, Judicial Member Justice Sudhir Agarwal, and Expert Member A Senthil Vel issued the directive while hearing a plea on the alleged non-compliance of earlier tribunal orders. The NGT emphasized that the CPCB’s August 30 report, while noting partial or complete non-compliance in some regions, failed to mention any corrective actions taken against non-complying states and Union territories.

The E-Waste (Management) Rules, 2022, which came into effect on April 1, 2023, assign the CPCB the responsibility for ensuring compliance, conducting random checks, organizing awareness programs, and promoting the reduction of hazardous substances in electronic equipment manufacturing. However, the tribunal noted gaps in the CPCB’s report, including a lack of details on progress towards the e-waste management targets for 2023-2024.

The NGT has now ordered the CPCB to submit a detailed account of e-waste generation, treatment facilities, and any gaps by states and Union territories. The CPCB has six weeks to file the revised report.
